Wales Confirms Glass Will Be Included in Deposit Return Scheme

Wales has taken a decisive step in shaping its own Deposit Return Scheme (DRS), confirming that glass will be included when the system launches in October 2027.

Following agreement on an exclusion under the UK Internal Market Act, the Welsh Government has now formally laid the Deposit Return Scheme for Drinks Containers (Wales) Regulations 2026 before the Senedd. The move removes a key legislative barrier and allows ministers to proceed with a glass-inclusive model, running alongside the schemes planned for England, Scotland and Northern Ireland.

For businesses across the drinks supply chain, this provides long-awaited clarity on how the Welsh scheme will operate.

Glass Confirmed – With a Four-Year Transition

Under the new regulations, the Welsh DRS will apply to single-use drinks containers made from:

  • PET plastic
  • Aluminium
  • Steel
  • Glass

Containers between 150ml and 3 litres will fall within scope.

However, while glass is included from the outset, the Welsh Government has introduced a four-year transition period. During this time:

  • Glass containers will not require DRS labelling
  • The deposit level on glass will be set at zero pence

This phased approach is designed to give producers, importers and retailers time to adapt systems, update packaging processes and align with wider reuse and sustainability targets.

In practical terms, businesses will need to prepare for glass to become fully operational within the scheme after the transition period, but without the immediate pressure of deposit charges or labelling changes from day one.

Legislative Milestone for Wales

The regulations establish the legal framework for the Welsh scheme and allow for the appointment of a Deposit Management Organisation (DMO), which will oversee day-to-day operation of the system. Applications for the DMO role opened in November 2025.

Ministers have described the laying of the regulations as a major milestone in Wales’ wider circular economy ambitions. It also confirms that Wales remains aligned with the UK-wide launch date of 1 October 2027.

Previously, Wales indicated it would not proceed without securing the necessary exclusion under the UK Internal Market Act 2020. That agreement now clears the path for implementation.

What This Means for Producers and Retailers

Although the deposit value and detailed operational guidance will be confirmed by the appointed DMO, businesses should begin forward planning now.

For drinks producers and importers, the key considerations include:

  • Reviewing product lines that fall within the 150ml–3L range
  • Preparing for future labelling requirements on glass
  • Monitoring guidance on reporting and registration obligations

For retailers and hospitality operators selling in-scope containers:

  • Assessing storage and return handling capacity
  • Planning for reverse logistics and on-site space requirements
  • Understanding how glass will transition from zero deposit to full participation

The inclusion of glass is significant. It broadens the environmental scope of the Welsh scheme and signals a firm commitment to reducing litter and improving material recovery across all major drinks packaging streams.

Wales has consistently positioned itself as ambitious on recycling and circular economy policy. By retaining glass within its DRS model, ministers have reinforced that stance, while still committing to the October 2027 start date shared with the rest of the UK.

The four-year transition strikes a balance between environmental ambition and commercial practicality. It provides certainty, but also breathing space for businesses that will ultimately carry operational responsibility.
