UK Construction Plastic Waste Growing 15 Times Faster Than EU Average
Research Highlights a Growing Problem
Fresh analysis has revealed that plastic waste produced by the UK construction sector is increasing at a pace far beyond that of its European neighbours. According to figures reviewed by the Copper Sustainability Partnership (CuSP), waste from construction plastics has grown on average 15 times faster in the UK than in EU member states since 2004.
Between 2004 and 2020 – the most recent year with available data – the amount of plastic waste linked to UK construction grew by an average of 210% every two years. By comparison, plastic waste across all UK industries rose at a far slower pace of around 4% every two years. This makes construction the clear outlier when it comes to plastic’s environmental footprint.
Why Construction Plastics Are Failing
The study challenges the long-standing claims made by plastic manufacturers about the durability of their products. While marketed as cost-efficient and long-lasting, many plastics used in building perform poorly compared to traditional materials. Breakages and product failures are common, cancelling out the perceived savings.
At the end of a building’s life, the situation becomes even more problematic. A significant share of construction plastics are not recycled. Instead, they are:
- sent to landfill,
- incinerated, or
- exported abroad.
This lack of recovery feeds into a linear cycle of production, use, and disposal, rather than the sustainable, circular model industries are being urged to adopt.
PVC and Composite Plastics
One of the most pressing issues lies with polyvinyl chloride (PVC), the most commonly used plastic in construction. Across the EU, the recycling rate for post-consumer PVC is a mere 3%.
Other modern materials such as multi-layer composite pipes (MLCP), which combine different plastics, are even more difficult to recycle. Their mixed composition makes separation and recovery impractical, meaning these products often end up as waste despite their growing popularity.
