Changes to Packaging Waste Fees Coming Soon
The UK, Scottish, Welsh, and Northern Irish governments have released a Joint Policy Statement on Extended Producer Responsibility (pEPR) for packaging. A detailed plan outlining the first modulation of fees – charging producers based on the recyclability of their packaging—is expected to be available by June.
Key Priorities for PackUK
The policy statement outlines initial goals for PackUK, the new scheme administrator, with a strong focus on:
- Encouraging sustainable packaging to prevent unnecessary waste
- Boosting reuse and improving both the quality and quantity of recycled packaging
- Reducing overall packaging waste placed on the market
The four governments stress that achieving these aims is critical for shifting towards a circular economy and cutting carbon emissions linked to packaging production and disposal.
Consumer Awareness & Accountability
The scheme administrator, PackUK, will also be responsible for public awareness campaigns, ensuring that businesses and consumers know how to recycle, reuse, and properly dispose of packaging to prevent waste and littering.
An annual progress report is set for release in September 2026. If PackUK fails to meet expectations, the four governments may intervene under Regulation 59 of the Packaging Regulations 2024, directing specific actions to improve performance.
