Digital Waste Tracking: February 2026 Policy Update
In response to industry feedback, the Environment Agency confirmed last year that the long-anticipated Digital Waste Tracking Service will go live from April 2026. The ambition is clear: replace fragmented, paper-heavy systems with a modern, transparent platform that improves compliance, data quality and regulatory oversight across the UK.
On 23 February 2026, the Government issued a significant update to the policy paper. This latest revision provides further clarity on the phased regulatory rollout, scope of application, integration model, charging structure and legislative pathway towards mandatory digital tracking.

A Phased Approach: Starting with Receiving Sites
The rollout will begin with waste receiving sites, reflecting the Government’s view that accurate point-of-receipt data is critical to improving traceability.
Phase 1: Receiving Sites
From:
- October 2026: England, Wales and Northern Ireland
- January 2027: Scotland
All licensed or permitted waste receiving sites must record details of waste accepted through the new digital service.
This includes:
- Standard waste streams
- Waste containing Persistent Organic Pollutants (POPs)
- Commercial waste received at Household Waste Recycling Centres (HWRCs) in England and Northern Ireland
Scotland and Wales will incorporate HWRC commercial waste in a later phase.
Sites operating under registered exemptions are not automatically included in Phase 1. The Government will determine whether certain exempt sectors will be brought into scope alongside fully permitted operators.
Legislative Timeline
The Government intends to lay secondary legislation by April 2026 across all four nations to formally mandate use of the system for receiving site operators.
The staged compliance dates are:
- October 2026: England, Wales, Northern Ireland
- January 2027: Scotland
Phase 2: Carriers, Brokers and Dealers
Phase 2 will extend obligations to:
- Waste carriers
- Brokers
- Dealers
A public beta is expected from Spring 2027, with full mandation targeted for October 2027.
API-Led Integration: A Software-First Model
The updated policy confirms a clear direction: integration over manual input.
The preferred method of submitting data is via existing operator software systems connected to the Defra “Receipt of Waste” API.
Earlier ideas around manual portal entry and CSV uploads have been deprioritised following user research that highlighted usability concerns and administrative burden.
For operators already using compliant waste management software, this should streamline data transfer and reduce duplication. However, it does mean early engagement with software providers is essential.
Temporary Spreadsheet Route
For sites that do not yet have suitable software in place, a spreadsheet submission method will be available as a temporary compliance mechanism.

- Intended as a short-term solution
- Expected to remain available until at least October 2027
- Likely to be withdrawn once full digital integration is widespread
Operators relying on this route should treat it as a contingency, not a long-term strategy.
Service Charges
Once mandatory, the system will carry a modest annual registration fee:
- £26 per year
- Provides 12 months of rolling access
While the charge itself is minimal, operators should also budget for:
- Integration and development costs
- Staff training
- Compliance oversight and internal data checks
Beta Testing and Industry Engagement
The Government is encouraging early participation.

For Permitted and Licensed Receiving Sites
Operators should act now to:
- Initiate API integration discussions with internal or third-party software developers
- Register interest in private/public beta testing
- Review whether POPs or commercial waste streams fall within Phase 1 scope
- Put interim spreadsheet processes in place if software deployment may be delayed
- Budget for annual registration and onboarding resource
- Prepare for enhanced regulatory scrutiny, particularly volumetric reporting against permit limits
The digital system will provide regulators with clearer visibility of waste movements and acceptance data. Accuracy and consistency will matter more than ever.
For Waste Carriers, Brokers and Dealers
Although Phase 2 obligations are not yet live, preparation should begin now:
- Monitor API documentation releases
- Assess system compatibility
- Consider early integration planning ahead of the October 2027 compliance date
